According to the case materials , in January 2021, Gavrilov purchased and provided two acquaintances, Tatyana and Oleg Birulya, with aerosol cans of paint. After which, from January to February 2021, the latter applied inscriptions and drawings to various infrastructure objects in Soligorsk, "causing them to become damaged." They also applied an inscription to the wall of one of the houses regarding Lukashenko, "in which they accused him of a particularly serious crime, that is, they committed slander."
Then, from August to December 2021, the accused distributed leaflets and other printed materials in Soligorsk . The content of these leaflets was allegedly aimed at inciting social hatred and discord on the basis of a different social affiliation.

A resident of Rogachev was detained on January 19, 2022 in a criminal case initiated after protests in Zhlobin in August 2020.
