Minister of Internal Affairs of the Republic of Belarus. Lieutenant General of Police. Member of the Security Council. Previously served as Chief of the Main Directorate of Internal Affairs of the Minsk City Executive Committee (previously Chief of the Directorate of Internal Affairs of the Vitebsk Regional Executive Committee). During the pre-election period and during protests against the falsification of the 2020 presidential election and the current government, Kubrakov was responsible for the unlawful actions of Ministry of Internal Affairs officers. He ordered punitive raids in Novaya Borovaya and Dzerzhinsk. On October 15, 2020, during a broadcast on the ONT television channel, he stated that all internal affairs agencies and the entire Minsk police are against violence and are merely preventing illegal actions. He confirmed and supported the use of service weapons and special equipment against peaceful protesters, as stated by Kazakevich. He claimed to have developed a protocol that required detention center directors to create inhumane conditions for administrative detainees. He proposed stripping Belarusian "extremists" who left the country of their citizenship and then banning them from entering Belarus for 30 years—as a "preventative measure." He is on the sanctions lists of Latvia, Lithuania, Estonia, the United States, and Japan.
