A police inspector at the Baranovichi District Department of Internal Affairs. Police captain. He is an accomplice to crimes against the rights and freedoms of citizens of the Republic of Belarus and a person involved in politically motivated repression in Belarus. He participated in the violent suppression of protests in Baranovichi. He detained and beat protesters and drew up administrative reports against those detained. He testified as a victim in the trial of Vitaly Tolstik, who is accused of publicly insulting a representative of the "authorities," i.e., committing a crime under Article 369 of the Criminal Code of the Republic of Belarus. On August 27, 2020, Vitaly logged into Odnoklassniki, saw a photo of district inspector Sergei Kovsh, learned that Kovsh had participated in the dispersal of peaceful protests, and wrote under his post, "You're a bastard, Captain."
Vitaly received a sentence of eighteen months of restricted freedom without being sent to a closed-type institution for "house arrest." He was also ordered to pay 1,500 rubles in compensation to the "injured" employee for moral damages, forfeit the state fee (87 rubles), and forfeit the mobile phone "used to commit the crime."

Vitaly was found guilty in February 2021 of insulting a government official for a comment he left on the social media site Odnoklassniki about Baranovichi police officer Sergei Kovsh after he read that the officer had participated in the dispersal of peaceful demonstrators during post-election protests and used violence against them.
Trial outcome 19.02.2021
1 year 6 months restrictions of freedom without referral to an open-type correctional facility, 1587 rubles of compensation.
