Dmitriy Nikolaevich Strebkov
Strebkov Dmitry Nikolaevich is an accomplice to crimes against the rights and freedoms of citizens of Belarus.
As the head of the correctional institution "Prison No. 8 in Zhodino", Strebkov bears personal responsibility for the cruel and inhuman treatment of prisoners and the torture used against them.
Under Strebkov's leadership, Prison No. 8 (SIZO) in Zhodino became one of the most cruel in the country - in terms of detention conditions and in relation to prisoners. This is the only correctional institution in the Republic of Belarus where defendants and convicted persons are held at the same time, including persons sentenced to life imprisonment. At the same time, the detention conditions are equally harsh for everyone. In particular, prisoners are subjected to beatings, do not receive parcels, do not receive letters, are subjected to torture by hunger, lack of walks, confinement in cramped cells together with people without a fixed abode, for additional torture by unsanitary conditions.
For his crimes, he was included in the sanctions lists of EU countries.
Thus, the actions of Dmitry Nikolaevich Strebkov violate the rights of citizens of the Republic of Belarus and pose a threat to their lives. They are also aimed at strengthening the repressive regime in force in the country.

Victoria, the administrator of the "Drivers 97%" channel, was detained on November 4, 2020, in Minsk by GUBOPiK officers and convicted of "calling for mass riots and roadblocks due to dissatisfaction with the government and election fraud."
In 2022 and 2023, the court twice increased her sentence, accusing her of "malicious disobedience to the demands of the correctional facility administration." Victoria had repeatedly been subjected to pressure in the penal colony and was deemed a "malicious violator."
In October 2024, in the Rechitsa District Court, Victoria was convicted for the third time under the article "malicious disobedience to the lawful demands of the penal colony administration" and sentenced to another year of imprisonment.
In early 2025, Polina Sharendo-Panasyuk reported that Victoria and Elena Gnauk had been placed in a punishment cell: "After several weeks in solitary confinement, they were transferred to a punishment cell. There's a 99% chance they'll be charged again under Article 411."
Polina also added: "Viktoria Kulsha's kidneys have probably already failed. She went on hunger strikes for months, refusing water and drink. She slit her wrists. They threw her in solitary confinement for this—she slit her wrists in solitary confinement. She went on hunger strikes in the PKT. She refused medical attention."
Victoria was scheduled to be released in April 2025 upon completion of her sentence. However, at the beginning of the month, she was transferred to Gomel Pretrial Detention Center No. 3 as part of a fourth criminal case under the article "malicious disobedience of the legal demands of the prison administration." In June of that year, her sentence was extended by another year.
On December 13, 2025, she was released following a visit to Minsk by US President Donald Trump's special representative, John Cole, and taken to Ukraine.

Alexander was first detained on August 29, 2020, along with his sister Natalia, on a trolleybus, and a video of their detention was distributed in the media and on social networks. In December, he was arrested again and charged with active participation in "mass riots" and resisting police officers.

Maria, a former customs officer and independent election observer, was detained by GUBOPiK officers near her apartment on October 23, 2020. She was convicted of "participating in actions that violate public order" based on correspondence in Telegram channels.
On May 27, 2023, she was released after serving the full sentence imposed by the court.
Igor was arrested in September 2021 for painting over 80 bales of haylage, after which a criminal case was opened against him for malicious hooliganism. He was remanded in custody pending trial and placed in a temporary detention facility.
In January 2022, Igor was charged with "gross violation of public order, expressed in an attempt to distract drivers and disrupt traffic" and sentenced to imprisonment in a penal colony.
He was released in May 2022, having fully served his sentence as imposed by the court.

Pavel was detained in November 2020 on suspicion of hacking the Minsk City Executive Committee network. He was later convicted on six counts, including "computer crimes" and "preparing for mass riots." The case was heard behind closed doors.

All of them are accused of participating in a "radical" Telegram chat. The testimony mentions several chats, including "OGSB" (Civil Self-Defense Unit), "Rabota Minsk," "100," and "101." They are also accused of intending to damage or destroy three Tabakerka stores.
Dmitry Lastovsky stated in court that he was an apolitical person and was happy with what he had: his family and his job. He noted that he had been looking for a work assistant in the "Part-time Job Minsk" chat.
He is expected to be released in early March 2025.

Maria, a member of the Coordination Council Presidium and head of Viktor Babaryka's headquarters, was kidnapped on September 7, 2020, and taken to the Belarusian-Ukrainian border for deportation. She tore up her passport and refused to leave the country. On September 9, she was detained and taken into custody.
In September 2021, she was convicted of "conspiracy to seize power through unconstitutional means," "calls for action against national security," and "creation of an extremist group."
In November 2022, Maria underwent surgery for a perforated ulcer and peritonitis. Since March 2023, she has been in the penal colony. Due to health issues, she was unable to work; she was even accompanied to formations.
Maria was held incommunicado for a long time. In the summer of 2024, it became known that the administration had isolated her from other prisoners, with guards constantly present. On November 12, 2024, she saw her father for the first time in 18 months.
The meeting took place in the prison hospital, and it's unclear whether she was undergoing treatment or brought there from the PKT. Prior to this, there had been no communication from Maria, and information about her condition was only available from other inmates.
Following this meeting, she was again cut off from communication with the outside world and continues to be held incommunicado.
In February 2025, her sister reported that Maria had been returned to the unit and expressed hope that contact would be restored.
