Pavel was detained in September 2020 after publishing a new video. He had planned to run for president, but the Central Election Commission refused to register him. Pavel became a confidant of Svetlana Tikhanovskaya. He was accused of "inciting social discord" because of the video, which criticized government officials, including prosecutors, judges, and police.
In November 2024, another trial of the political prisoner took place. According to human rights activists, Pavel was supposed to be released in December after completing his term, but at the initiative of the administration of Bobruisk colony No. 2, a criminal case was opened against him for "malicious disobedience to the demands of the administration of the correctional institution."
After the sentence comes into effect, it is only possible to write letters to a prisoner. According to article 85 of the Penal Enforcement Code, prisoners cannot receive money transfers from persons who are not family members. Parcels are also only possible from relatives. Andrey is a Ukrainian citizen originally from Chernihiv. He moved to Belarus after his marriage at his wife's request, as her parents lived there. Andrey is a former military serviceman. He worked as an electrician at the Vitebsk Regional Executive Committee, where he was arrested in January 2023 as part of a criminal case.
In the pro-government film "Gaspar Didn't Respond," aired on the ONT television channel on April 5, 2023, Andrei was accused of being an agent for Ukraine. The film alleges that he regularly transmitted information via the Signal messenger to his younger brother, Ruslan, who serves in the Chernihiv Operational Directorate "North" and is the deputy commander for operational matters.
In March 2024, Andrei was found guilty of “intelligence activity” and sentenced to imprisonment.
In January 2025, a court hearing was held on the issue of transferring him to a different type of correctional facility and changing the conditions of the regime.
On December 13, 2025, he was released following a visit to Minsk by US President Donald Trump's special representative, John Cole, and taken to Ukraine.
