He was directly involved in the judicial repression against peaceful demonstrators on December 19, 2010. On December 20, 2010, he sentenced civil society activists Roman Shcherbav and Vitaly Trotenkov to 10 days of administrative arrest, Yuri Krylovich and Pavel Kovalenko to 15 days of administrative arrest, and Young Front activists Dmitry Kremenitsky and Vladimir Yaromenak to 14 and 15 days of arrest, respectively. In 2012, he also sentenced two other activists to 10 to 15 days of arrest. On July 17, 2012, he sentenced Roman Vasilyev and Vladimir Yaromenak to 12 and 15 days of arrest, respectively. His manner of conducting trials was a clear violation of the Code of Criminal Procedure. Lapko supported the use of evidence and testimony unrelated to the accused. In 2020-2022, he also issued punitive sentences against activists and protest participants. In 2020, it is known that Lapko did not satisfy the complaint of the son of the mayor of the city of Vitebsk, who did not agree with the arrest for political reasons. He also did not satisfy Anatoly Lebedko’s complaint about collecting a fine for a press conference in Kurapaty. In total, he awarded at least 2,175 rubles in fines and 217 days of administrative arrest.
