Rybchenko is on the leaked Central Bank of Russia blacklist. The reason was a money transfer request denial with the explanation "the transaction is being carried out for the purpose of financing terrorism." It appears he attempted to donate to Polk Kalinovsky using a Russian card. This occurred in March 2022.
