Бунт силовиков или провокация? 18 человек обвинили в "терроризме", некоторых заочно

В ночь на с 11 на 12 июля 2021 года дом депутата Олега Гайдукевича в Минской области в деревне Сёмково атаковали коктейлями Молотова. Днем этого дня КГБ возбудили дело по ч.1 ст. 289 УК РБ “Акт терроризма”. Провластные СМИ начали распространять информацию о персональных нападениях на представителей органов власти.

13 августа 2021 года КГБ провели спецоперацию по задержанию группы людей. О проделанной работе и задержании около 20 человек силовики отчитались 15 сентября 2021 года. В пропагандистских фильмах рассказали о задержанной семье Войтеховичей из Борисова, а также о том, что в отношении них велись ОРМ (оперативно-розыскные мероприятия). Силовики сообщили, что ещё 10 июня 2021 года Владислав Войтехович пришёл к местной военной части с намерением её поджечь с использованием коктейлей Молотова, но не стал и уничтожил их. Кроме этого, в видео демонстрируются отрывки аудиозаписей, скриншотов переписки, а также данные видеонаблюдения за семьей Войтеховичей. На опубликованном отрывке допроса, Владислав сообщает, что “хотели нанести вред имуществу Олега Гайдукевича”. Силовики доложили, что дали совершить все действия только потому, что хотели добраться до всех, кто разделяет подобные идеи сопротивления. Что примечательно, о своих планах они не сообщили предполагаемым целям атаки, чтобы их обезопасить. Данная ситуация в очередной раз напоминает нам о том, что главной задачей силовых структур Беларуси не является защита правопорядка и сохранения жизни людей, но преследование и разгром всех оппозиционных диктатору сил и движений. В особенности тех, кто готов противостоять насилию режима Лукашенко через прямое действие.

Дело принял следователь по особо важным делам следственного управления КГБ подполковник юстиции Кудрейко Павел Николаевич 1984 года рождения, служащий в/ч 10091.

Кроме семьи Войтеховичей, 13 августа 2021 с санкции прокурора А.И. Шведа были заключены под стражу в СИЗО КГБ: Войтехович В.В., Войтехович А.А., Войтехович В.М., Лисовский С.Ю., Неверкевич Д.С., Подько О.О., Подько А.Э., Ярмак А.И., Пестрак Э.В., Морголь Д. Ю., Чихинский П.В., Гурский А.К., Буякевич А.Ф. В ИВС же были помещены: Войтехович О.П. и Петух О.В.

Кто эти люди? Давайте разбираться. Начнём уже с известной семьи Войтеховичей из Борисова.

Владислав Войтехович - бывший служащий войсковой части 5448 внутренних войск МВД в звании командира взвода. Для общего понимания, в данной части готовятся люди, которые осуществляют “охрану правопорядка”, конвоируют осужденных, охраняют осужденных в исправительных колониях. После выборов 2020 года Владислав уволился, аргументируя это тем, что ему тяжело находиться в той обстановке, говорил, что морально не выдержал. Вместе со своей женой Анастасией Войтехович жил в Минске, она работала продавцом зоотоваров.

На момент передачи дела в Генпрокуратуру, Владиславу предъявлены обвинения по статьям: ч.3 ст.289, ч.1 и ч.2 ст.295-3, ч.2 ст.357,  ч.1 ст.359, ч.3 ст.361-1,  ст.364 УК РБ. Анастасии предъявлены обвинения: ч.3 ст.289, ч.1 ч.3 ст.289, ч.1 ст.295-3, ч.2 ст.357, ч.1 ст.359, ч.3 ст.361-1, ст.364 УК РБ.

Ольга и Виталий Войтеховичи жили в Борисове. 49-летняя Ольга занималась наращиванием ногтей 57-летний Виталий работал на производстве деревянных окон. У них трое детей: взрослые дочь и сын (Владислав) уже имеют свои семьи, живут отдельно, младшему сыну, который жил с ними, - 9 лет.

На момент передачи дела в Генпрокуратуру, Виталию предъявлены обвинения по статьям: ч.3 ст.289,  ч.2 ст.295-3, ч.2 ст.357,ч.1 ст.359, ч.3 ст.361-1 УК РБ. Ольге предъявлены обвинения: ч.3 ст.289, ч.2 ст.357, ч.3 ст.361-1 УК РБ.

В письмах отец пишет, что он в шоке от задержания матери. Говорит, что сожалеет, что туда попал, просит за все прощения. Брат особо ничего такого не пишет, просто сообщает, что ждет от нас писем. Мать пишет то же, что и отец: простите, мы не думали, что здесь окажемся. Всякое такое», — рассказывает Кристина, дочь Войтеховичей.

Вся семья внесена КГБ в “список террористов”. Им не положены денежные переводы, все счета на свободе арестованы. 

Бывший сотрудник МВД, который был уволен в 2012 году в связи с нарушениями условий контракта 35-летний Ярмак Артём Игоревич. Его обвинили в том, что он давал советы Войтеховичам по вопросам поджогов. Тем не менее, 30 ноября 2021 года его отпустили под обязательство о явке и он покинул страну.

Ещё один задержанный - это 39-летний Пестрак Эдуард Викторович, сотрудник ОМОН ГУВД. На службе мужчина с 2006 года. Как и многие сотрудники, его действия подвергались контролю. Так, известно, что на базе в/ч 3214 Эдуард участвовал в тренировках спецназа и учениях по разгону массовых мероприятий с участием специальной техники.

44-летний Павел Викторович Чихинский - житель Баранович. Известно, что после окончания БГУ, он продолжил работу в прокуратуре Фрунзенского района. В 2020 году Павел работал в должности старшего следователя в следственном отделе города Минска.На момент передачи дела в Генпрокуратуру, мужчине предъявлены обвинения по ч.1 ст.357 и ч.3 ст.424 УК РБ. 

20 августа 2021 был задержан 46-летний Соколов Сергей Анатольевич и помещен в СИЗО КГБ. Мужчина - житель города Лида и военный пенсионер. В опубликованном отрывке видео из КГБ мужчина на видео признается, что получил сообщение от человека в Telegram с просьбой встретится в Киеве, а также “принять участие в сопротивлении”. Силовики сообщили, что Сергей осуществлял слежку за необходимыми целями, а также в перемещении “оружия” через границу. На момент передачи дела в Генпрокуратуру, мужчине предъявлены обвинения по ч.3 ст.289, ст.295, ст.333-1, ч.2 ст.357, ч.3 ст.361-1 УК РБ. 

По этому же делу был задержан 46-летний Сергей Лисовский - работник Europcar в отделе по работе с клиентами, по имеющимся сведениям, он встречался с сотрудниками МВД и убеждал их отказываться исполнять преступные приказы, способствовал релокации тех из них, кто увольнялся со службы и опасался преследования. На момент передачи дела в Генпрокуратуру, мужчине предъявлены обвинения по статьям: ч.3 ст.289, ч.3 ст.289, ч.1 ст.342, ч.2 ст.357, ч.1 ст.359, ч.3 ст.361-1, ст.364 УК РБ. Лисовский внесен в "список террористов".

Среди фигурантов также есть 40-летний Дмитрий Неверкевич - директор Europcar, компании-партнёра Uber в Минске. Дмитрий до сих пор находится под стражей. Известно, что в ноябре 2020 года его задерживали по ст. 23.34 КоАП РБ за участие в акциях протеста. В сентябре 2021 года мужчине переквалифицировали обвинение на ст. 357 УК РБ. На момент передачи дела в Генпрокуратуру, мужчине предъявлены обвинения по статьям: ст.243, ч.2 ст.357, ч.3 ст.361-1 УК РБ.

В деле присутствовал ранее 41-летний Морголь Дмитрий Юрьевич - бывший ИП, работник автосалона Peugeot в Минске. О его дальнейшей судьбе известно мало. В какой-то момент мужчина исчез из списков обвиняемых, где он находится неизвестно, в социальных сетях Дмитрий не появлялся давно. Из интересного - сотрудниками КГБ осуществлялась его прослушка перед задержанием.

Первоначально задерживались и супруги 40-летняя Ольга и 45-летний Александр Подько из Минска тоже оказались в числе задержанных. Известно, что пара воспитывает двоих детей. Спустя четыре месяца 13 декабря 2021 года они были отпущены из СИЗО КГБ под подписку о невыезде. Ольгу Подько позже осудили по ст. 342 ч.1 за участие в акциях протеста на 3 года “домашней химии”

Фигурантами дела также стали 53-летний Буякевич Андрей Фёдорович и родственники Гурский А.К. и Гурский В.К (был задержан 27 августа 2021 года и помещен в СИЗО КГБ).

13 августа 2021 была задержана 29-летняя Ольга Викторовна Петух - уроженка Гомельской области, сотрудница отеля “Европа” в Минске. Бывшие сокамерницы Ольги передавали, что она старается не сближаться ни с кем, т.к. к ней часто в камеру подсаживали людей с попыткой выяснить информацию, которой Ольга не обладает. Девушка отрицает свою вину. Тем не менее, ей были предъявлены обвинения: ч.2 ст.289, ч.2 ст.295-3, ч.1 ст.357, ч.1 ст.359, ст.364 УК РБ. Ольга Петух также внесена КГБ в “список террористов”.

6 декабря 2021 года в Telegram-канале “МВД Беларуси” появилось сообщение о том, что при силовой поддержке СПБТ «Алмаз», а также СОБРа внутренних войск МВД была задержана группа лиц, бросившая коктейли Молотова в здание милиции 16 августа 2021 года (через три дня после задержания группы людей по делу о поджоге дома Гайдукевича). СК завели дело по ч. 2 ст. 289 УК РБ. Известно, что только двое из задержанных по делу остались под стражей. Кроме того, фигуранты не связаны с делом о поджоге дома Гайдукевича (прим., дополнено 24.01.23).

Известно, что фигурантом этого дела стал 39-летний житель Минска Денис Васильевич Филончик. Мужчина работал грузчиком, имеет двоих детей. С момента задержания находится в СИЗО КГБ. На момент передачи дела в Генпрокуратуру, ему предъявлены обвинения по ч.2 ст.357, ч.3 ст.361-1 УК РБ.

Другим известным фигурантом стал 45-летний Владимир Николаевич Савенков - депутат Пушкинского избирательного округа №9 (агрогородок Колодищи) 27 созыва. Ранее Владимир был командиром ОМОН (прим., дополнено 24.01.23).

Так, за 2022 год были “освобождены” от первоначальных обвинений Морголь Д.Ю., Гурский А.К. и Гурский В.К., Буякевич А.Ф, Ярмак А.И., Подько О.О. и Подько А.Э. 

13 января 2023 года КГБ отчитались о передачи уголовного дела в генпрокуратуру. По данным сообщения, фигурантами стали 18 человек. Среди них: Владислав, Виталий, Анастасия и Ольга Войтеховичи, Сергей Лисовский, Дмитрий Неверкевич, Эдуард Пестрак, Ольга Петух, Владимир Савенков, Сергей Соколов, Павел Чихинский и Денис Филончик. 

Кроме перечисленных выше 12 человек, в список обвиняемых попали ещё 6 человек, трое из которых (как утверждает КГБ) арестованы заочно:

Пётр Юркевич, обвиняемый по ст.342, ч.2 ст.357 и ч.3 ст.361-1 УК РБ.

41-летний Николай Сергеевич Рой, обвиняемый по ч.2 ст.295-3, ч.2 ст.357, ч.3 ст.361-1 УК РБ.

Алексей Михайлов, обвиняемый по ч.2 ст.406 УК РБ за недонесение. По имеющейся информации, находится под стражей (прим., дополнено 24.01.23).

О следующих фигурантах КГБ сообщает следующее: “лица скрылись от следствия, объявлены в международный розыск, их уголовное преследование осуществляется в порядке специального производства”.

Вадим Прокопьев - бизнесмен. Основатель и замкомандира белорусского полка «Пагоня». На момент передачи дела в Генпрокуратуру, ему ставят в вину: ч.3 ст.289, ч.4 ст.295, ч.2 ст.295-3, ч.3 ст.333-1, ч.2 ст.357, ч.1 ст.359, ч.1 ст.361-1, ст.364, ч.3 ст.424 УК РБ.

Денис Хамицевич, обвиняется ч.3 ст.289, ч.2 ст.295-3, ч.2 ст.357, ч.3 ст.361-1 УК РБ. До 2008 года - сотрудник 8-го упр Департамента Охраны по охране ДИП представительств и консульских учреждений иностранных государств ,а также спец. объектов первой государственной важности (прим., дополнено 24.01.23).

Игорь Чемякин - бывший офицер спецотряда МВД “Алмаз”, а также бывший боец ММА. На сайте “Беларуского народного трибунала” есть его страница, как участника жестоких подавлений протестов. По информации журналистов, Чемякин уволился после приказа задержать Марию Колесникову осенью 2020 года. Кроме этого, журналисты сообщают, что возможно Чемякин участвует в защите Украины. Его обвиняют по ч.3 ст.289, ч.2 ст.295, ч.2 ст.295-3,и ч.2 ст.357, ч.1 ст.359, ч.3 ст.361-1,  ст.364 УК РБ. Чемякин находится в эмиграции (прим., дополнено 24.01.23).

Скорее всего, все участники имели хотя бы одного общего знакомого либо состояли в одном из телеграм-чатов, что и послужило причиной массовых задержаний. Также не исключено, что все действия задержанных были тщательно подготовленной операцией спецслужб Беларуси для последующих массовых арестов, запугивания населения страны и дискредитации движения сопротивления режиму Лукашенко.
