According to the prosecution , from July 14, 2020 to January 6, 2022, on the territory of Belarus, Turkey, Poland, Ukraine and other states, "an organized criminal group was created and operated, the main purpose of which was to commit an indefinite number of extremist crimes. The crimes were supposed to to commit persons radically inclined towards the current government, including former active military, law enforcement officers, primarily special forces, hand-to-hand combat athletes, businessmen and others who shared the views of seizing state power by unconstitutional means. The "criminal group" included Prokopiev himself, Vitaly, Anastasia, Vladislav and Olga Voitekhovichi, Sergei Lisovsky, Nikolai Roy, Vladimir Savenkov, Sergei Sokolov, Pyotr Yurkevich, Igor Chemyakin and others.
